Description: To meet the needs of the Conservation Authorities Act, the responsibilities of the Upper Thames River Conservation Authority (UTRCA) have been extended. These responsibilities are related to reporting on natural hazards and planning and development. The proposed change would be to add more staff to the team to be able to create necessary reports, strategies, and plans.

To develop these, the organization needs funding for more staff time.

Business Case #WWT-3 - Erosion Control Structures Replacement Program (pg. 829-831)

Description:

Environmental Impact: This case supports the repair or replacement of some of the instream erosion control structures along the Thames River. These structures protect the riverbed from erosion, protect infrastructure, and provide slope stabilization. A survey in 2021 recognized that many were not in peak functional shape.

Description: Greenway Section 1, an integral part of The City’s wastewater management, has been out of service since 2021. This has left an infrastructure gap that impacts the downtown core intensification efforts as well as growth in the southern parts of the city. This affects new housing strategies. The work will take time so it is important to act fast.

Business Case #WWT-4 - Culvert Replacement Program (pg.832-836)

Description: Culverts, a structure to channel water past an obstacle and is typically embedded in the soil, are important to the City’s infrastructure because it directs stormwater flow. It is important to have working stormwater management to protect our river, especially with the increase in frequency and impact of storms due to climate change. Some of the City’s culverts were built before 1960 and are reaching the end of their life. There is currently no budget for the inspection, rehabilitation, or replacement of 230 non-structural culverts in the city.

Business Case #WWT-8 - Sewage Bypass and Overflow Elimination Increase (pg.849-852)

Description: This business case supports the investment to construct significant peak shaving capacity in the City. Peak shaving is a strategy that stores high flows in various locations throughout the wastewater collection and treatment system until the treatment plants are able to process them, reducing the amount of wastewater entering the environment without treatment. This is recommended to take place at the Dingman Creek Pumping Station, restoring the old system and constructing a new one to double the capacity.
